BREAKING THE TRADING-SYSTEM CHAIN TO INCREASE THE FARMER WELFARE THROUGH AN
INTEGRATED MARKET IN SOUTHERN SUMATERA

ABSTRACT
The agricultural
sector is one of the main and dominant sectors in South Sumatra, which is the
largest contributor for the regional economy. The agricultural land in South
Sumatera is 5,524,725 ha, or 70 % from the total area. However, the length of
trading system is one of the main problem of the agricultural sector, is
detrimental to farmers because the farmers sold their crop at very low prices
to the middlemen whom come to the villages. Therefore, to ensure
a good marketing system then an integrated market "Farm Mart Center" is needed, which is a marketing-media for the farmers at the district and provincial level in South Sumatera. The purpose of this writing idea is to find out the present condition of marketing system in South Sumatra, the ever-offered solution to address the length of trading system, the description and mechanism of Farm-Mart-Center, and the stages and related parties in implementing an integrated market. The method used on this paper is literature review. Farm-Mart-Center Implementation could be conducted by some stages, mainly; the preparation, establishing cooperation, building Farm-Mart-Center, socialization, and the monitoring and evaluation as well. The provincial government of South Sumatera, as the executor, must be fully support the integrated market. Through the integrated market can facilitate farmers in marketing their agricultural products. In addition, increasing the income of farmers, and then definitely improve the farmers welfare, especially smallholder farmers who live in rural.

UNTUK MENINGKATKAN KESEJAHTERAAN PETANI DI SUMATERA SELATAN
Sektor pertanian
merupakan salah satu sektor utama yang mendominasi di Sumatera Selatan yang
merupakan penyumbang terbesar ekonomi daerah. Jika dilihat dari luas areal, 70% dari total luas wilayah Sumatera Selatan merupakan lahan pertanian,
yakni mencapai 5.524.725 ha. Lahan
pertanian yang luas tentu menghasilkan bahan mentah yang tinggi pula. Akan
tetapi, Salah satu permasalahan utama sektor pertanian yaitu panjangnya rantai
tataniaga yang merugikan petani karena hasil panen dijual dengan harga yang
sangat rendah kepada tengkulak yang datang ke desa-desa. Oleh karena itu, untuk
menjamin sistem pemasaran yang baik maka dibutuhkan pasar terintegrasi “Farm
Mart Center” yang merupakan media pemasaran bagi petani yang berpusat di
tingkat kabupaten dan provinsi di Sumatera Selatan. Tujuan dari gagasan
tertulis ini adalah untuk mengetahui kondisi kekinian sistem pemasaran di
Sumatera Selatan, solusi yang pernah ditawarkan untuk mengatasi panjangnya
rantai pemasaran, deskripsi dan mekanisme Farm Mart Center, dan tahapan serta
pihak-pihak terkait dalam mengimplementasikan pasar terintegrasi. Metode yang
digunakan dalam penulisan gagasan tertulis ini adalah studi pustaka. Implementasi
Farm Mart Center dapat dilakukan dengan cara berbagai tahapan meliputi persiapan,
membangun kerja sama mitra, membangun Farm Mart Center, sosialisasi, serta monitoring
dan evaluasi sehingga pasar terintegrasi dapat diterapkan dengan baik melalui
dukungan penuh dari pemerintah provinsi Sumatera Selatan sekaligus selaku
pelaksana. Dengan adanya pasar terintegrasi dapat memudahkan petani dalam
memasarkan hasil pertanian. Selain itu, dengan memutus rantai pemasaran yang panjang
dapat meningkatkan pendapatan petani sehingga dapat pula meningkatkan
kesejahteraan petani khususnya petani-petani kecil yang tinggal di pedesaan.
